You can call almost anything a 'tool watch'.

But if you want to apply a bit of structure, how about watches that were designed from the ground up, to solve specific problems and their design reflects that.

Examples:

The early fliegers. Worn for navigation during flight and essential kit.

The Seiko Tunas. Designed because a specific problem had to be solved (crystals popping off and watches being destroyed due to rough conditions and saturation diving). With a custom designed movement for the application.
Completely different approach than the Europeans used to solve it (i.e. Rolex and other pioneers of HEVs).

G-Shocks. Designed for 10, 10 and 10. By someone who dropped his new Seiko watch and it broke (that's the story I read anyway :) ).

Maybe even Breitling's Navitimer along with a number of other chronographs with build in slide rules.

On the forums, it is generally used in reference to a chunky diver, aka "Tool Diver" that looks like it can take a beating at depth. The Benarus and Boschett 1000m divers from a few years back fit that bill. Similar watches are the Sinn U series, Stowa Seatime/Prodiver, Aegir CD-2 and many more.

The Orcas be work for absolutely any occasion and activity. There are currently 5 cases available to swap and two more are under production. I'll be getting the Torpedo case next year if I can't afford a whole new watch with that case.

Here's the Sinn 142 ST II Space Chronograph.....if you're an Astronaut, this might be your Tool watch
I love a bunch of Sinn masterpieces (would love an U1) but this one takes the cake. I don't even care for chronographs but this watch is absolutely as good as it gets, to me. Like watch pornography. Pure joy to my eyes.
