That's pretty normal performance/accuracy for that movement.

If it is brand new, it very well might "calm down" after a couple weeks of wear, but -15 seconds is well within specs for that movement.

WF:
I own several divers with the 7S26 movement (same as the 009) and 15 secs
is in the ball park.It's my belief Seiko regulates these watches to 15 secs + from
their factory.
IMO better movements are the 4R36 and the 6R15s

You gets what you pays for.
