What marketplace are you speaking of? Ebay, a grey market dealer or an AD?

Moved to Citizen forum as you already posted and intro thread. As Andrema said above, where are you looking at these citizens. New without tags could be store samples, overstock from an AD, etc. It depends. As always you should do your research with whoever you are buying from to make sure you are not getting ripped off.

Some are last years models or as above, AD over supply My question is why a new model sells with no papers or box. Possible employee theft or five finger discount, hate to say it but at times I wonder. Just bought the new model AT on forum that way. $200 for a $600 watch that is hard to get. The black ion perpetual AT is out of stock.. Yet on line and eBay. Go figure. Just be sure you know what you are doing regarding warranty.... But Citizen build quality is such it matters not if deal is right. Once you get to the Signature line and above, you don't see them for sale as much.
